Bank to issue general rules on remittance flow
MANILA – THE World Bank will release this month its general
principles for international remittance systems as it and the
International Monetary Fund (IMF) attempt to capture migrant workers’

gathering signatures to prove $25-OWWA fee illegal
PASAY CITY – AS Filipinos tried to
gather loans during the Overseas Workers’ Welfare Administration
(OWWA) anniversary celebration last May, advocates were trying to
gather signatures of overseas Filipino workers (OFWs) against an
OWWA practice: collecting $25 from OFWs. More than half of these
money came from the $25-payment from Filipinos departing for work
abroad. But Ellene Sana, vice-president of the Philippine Migrants’
Rights Watch (PMRW), a network of non-government organizations,
claims the way these fees were exacted is illegal. VILLY

New
technology seen to slash OFW talk money
MANILA – A NEW technology promises to cut by more than half
spending on phone calls by over-200,000 Filipino seafarers. Called
Voice Over Internet Protocol or VoIP (pronounced "voy-pee"),
this new technology promises to make phone calls almost free for
unlimited time anytime of the day without passing through an operator.

carve a nation in Guam
GUAM – MANILA’S flea market has been transported here,
literally, every Sunday. In Dededo district, said to be “The
Manila of Guam,” Filipinos have re-created Divisoria. Guam,
2,500 kilometers away, trade in Dededo has been a tradition as Filipinos
have now numbered almost 40,000 in this 549-square kilometer island
of the United States. To many Filipinos in this island, Guam is
home, and they have carved it according to their being natives of
island-group Philippines. MAR-VIC CAGURANGAN, former Manila-based
