KYODO, JAPAN–FILIPINO priest Resty Ogsimer vividly recalls the overwhelming task he faced when other Filipinos living near the radiation-spewing Fukushima No. 1 nuclear power plant fled their homes and sought temporary refuge in Tokyo.
